Theme: The 2010 IEEE International Conference on Systems, Man, and Cybernetics (SMC 2010) provides an international forum that brings together those actively involved in areas of interest to the IEEE Systems, Man, and Cybernetics Society, to report on up-to-the-minute innovations and developments, to summarize the state-of-the-art, and to exchange ideas and advances in all aspects of systems science and engineering, human machine systems, and cybernetics. For this purpose, contributions covering theoretical developments and practical applications, including but not limited to the technical areas listed in the table below are invited.
For 2010, the theme of the conference is chosen as:

Intelligent Systems for a Safe and Secure World

Our quality of life heavily depends on the reliable operation of large-scale critical infrastructures, such as electric power systems, telecommunication networks, and water distribution networks. The design, monitoring, control and security of such systems, as well as their management, are becoming increasingly more challenging as their size, complexity and interactions are steadily growing. These challenges can only be met with appropriate advances in Systems Science and Engineering, Human-Machine Systems, and Cybernetics. Papers related to this conference theme are especially solicited, including theories, methodologies and applications.


Important Dates:

Feb. 1, 2010 : Deadline for submission of proposals for Special Sessions.
March 15, 2010 : Deadline for submission of full-length papers for Regular and Special Sessions.
April 15, 2010 : Deadline for submission of proposals for Tutorial/Workshop Sessions.
May 15, 2010 : Acceptance/Rejection notification for Tutorial/Workshop Sessions.
May 15, 2010 : Acceptance/Rejection notification for regular papers and special session papers.
June 27, 2010 : Final camera-ready papers due in electronic form and deadline for submitting tutorial/workshop materials.

Call For Regular Sessions: Prospective authors are invited to submit their full-length papers electronically through the conference website. Each paper should be concise, but contain sufficient detail and references to allow critical review. Each paper will be judged by at least two referees.

Call For Special Sessions: The goal of Special Sessions (SS) is to provide a focused discussion of new or innovative topics. SS organizer(s) must collect at least five papers. An individual can download an SMC 2010 SS proposal form from SMC 2010 official site, and send a full-filled form to the SS Chair. SS papers will be reviewed with the same criteria as Regular Session papers

What is ECOC (European Capital of Culture)?


European Capital of Culture is a project launched by European Union to indicate the common roots of European Culture.

Conceived as a means of bringing citizens of European Union closer together, the European City of Culture was launched on June 13, 1985 by the Council of Ministers on the initiative of the Greek Minister of Culture Melina Mercouri.

Since then, a multitude of cities have been designated as ECOC every year.

Istanbul has been declared as the European Capital of Culture for 2010 along with the German city of Essen (representing the Ruhrgebiet region), the Hungarian city of Pécs.

 

 

 

A City of Four Elements

The three most famous ancient philosophers, Thales, Anaximander and Anaximenes, tried todefine the universe through the four basic elements : Earth, Air, Water and Fire.

These four elements will help to convey the basic message : Earth as the traditional culture, Air as the culture of religions,Water as the culture of connecting to others andFire as the modern supranational culture.

ECOC Istanbul 2010 will:

provide examples of culture as a means of communication;

be an open cultural platform in which everyone can participate;

be used as a capacity-building process; share her experience with other cities of Europe.

 

 

 

 

 

 

 

 

 

 

Why Istanbul?

Throughout the ages, Istanbul has been the capital of three of the longest-lived empires in history and a centre for monotheistic beliefs.

Such a long experience enabled Istanbul to design a sui generis concept of cosmopolitanism.

Today, the people of Europe are becoming increasingly introverted and isolated, divisions between ethnic and religious communities are

widening fueled by social and economic problems.

 

Istanbul can serve as an example of how all of these shared problems can be overcome by coming together in creative and thought

provoking initiatives.

 

Istanbul is the city which can offer this service to Europe. Fear can be overcome and practical processes can be initiated

through artistic and culturalactivities.

 

Istanbul will use participatory and grassroots approaches to artistic and cultural productions, thereby bringing especially disenfranchised

voices and groups from across Europ to Istanbul to start a process of thinking and feeling together.
